Bleeding naval/leaking navel?

So one of my friends has a bleeding/leaky navel. I have no idea what it is and he doesnt know either. He told me he had this before one time maybe around March or April he told me and it had a foul smell he said with some clear fluid and some blood at times. Now he's experiencing this again about two days ago. For the first time, he said it went away after cleaning his navel with water and antibacterial soap, wiping it dry, finally applying neosporin afterwards. He's trying to do it again since it worked last time he said. I told him go doctor but he said he'll try this method again. What do you guys think it is? Some research from others said it went away and came back. Some said they had surgery (woah). Some just took antibiotic and some just cleaned their navel.
