Does he really want a relationship like he said?

Ok, so there is this guy that I’ve been talking to for a while (a few months). He lives in Maryland & I stay in Mississippi. Obviously, if we were to date, this would have to be a long distance relationship. Both of us know that. Yet, he never came to see me while he was on leave from the naval academy. I know this guy has confidence issues. For one, he’s said so himself, but it’s also very obvious. He’s so nervous on the phone and doesn’t like holding long conversations. I also don’t think he’s had a girlfriend since his senior year of high school and he’s an upcoming senior in college. I tell him we’re through talking and he says “oh you thought we were talking?” We were talking and he said so himself. Since I backed out I assume he's acting like it was all in my head to make himself feel better. I don't understand shy guys or those who lack confidence. Did he really want a relationship or was he just playing around?
