Can a Naval Officer become a S.E.A.L.?

I was reading on a website the requirements to apply for BUD/S training and it said you must be at highest pay grade E-6. So can an officer be a S.E.A.L.? If so, is it possible to do that out of the Naval Academy? Please answer with detail because I'm so confused. Thank you
