Is my neighbor's bird feeder filled with poison?

When I was 13, I found a baby dove being attacked by its mother, so I rescued it. It became strong and began to learn to fly. I named her Iggy, and she still lives in a tree next to my house. The tree is really big, and it hangs over our neighbor's driveway. Iggy poops on their cars ...(Lol i dont like them so it is a lol) My neighbor is saying he will kill her, and she has a nest of chicks right now. If he kills her, her chicks will die. He said he was going to shoot her, but recently i saw a bird feeder hung on Iggy's tree. It was full or red liquid. Is it poison? I have told my neighbor that she was my bird, but he said "Then make it stop crapping on my car or i will knock that thing down to hello"
