Yes it's ironic, it's about an addict deluding himself about the cycle he's stuck in. Note there's a brief bit where Iggy claims he's going to turn his life around and then the next bit is his dealer coming over again. It probably represents how his mind worked when he had his drug habit but in 1977 (when he wrote the song) Iggy had just come off drugs after checking into a mental institution!
