Can people that live on a naval/aircraft base get mail?

Okay I have a boyfriend that live on a naval/aircraft base in Corpus Cristi, Texas with his dad who is in the secret part of the navy and I was wondering if they can get mail because I haven't spoken to him in 12 days and I'm getting worried
