How can i get rid of, or heal the keloid on my naval piercing?

I have a bump on the side of my naval piercing and it's kinda hard. Ive been using sea salt soaks and chamomille tea soaks on it to try and help it....But i dont think its helping. I tried picking some of it off and only was able to remove some of the scar tissue. Now ive just been putting neosporin on it with a band aid. Any help????
